Seminar on Korea's DCA in Cote d'Ivoire

As part of its activities in Cote d'Ivoire, Engaged For Children has participated to a seminar to discuss about the Development Cooperation Aid on Tuesday, September 20th, 2016. The seminar, jointly organized by the Embassy of the Republic of South Korea in Cote d'Ivoire and the Korea International Cooperation Agency (KOICA), had as its theme: "The cooperation of development aid Korea Ivory coast: Dialogue on the principles of development effectiveness for sustainable growth of ODA for recipient countries". It was held in the presence of the Ambassador of the Republic of Korea in Cote d'Ivoire, S.E.M. Rhee Yong-il, who opened the meeting at 9:25 am.

Several government departments, civil society and partners of the Republic of Korea have been invited. These include the Ministry of Public Service and Modernization of the Administration, the Ministry of Digital Economy and the Post Office, the Ministry of Promotion of Women, Family and Protection of Child, the Ministry of Foreign Affairs, Ministry of Economic Infrastructure, the National Agency for Rural Development Support (ANADER), the National Bureau of Technical Studies and Development (BNETD), University Félix Houphouët Boigny, the KOICA, the KOTRA, the NGO Engaged for Children and the media partners (Fraternité Matin, Soir Info).

Engaged For Children was represented at a high level by Mr. Hervé Kouandé, Executive Director based at headquarters in Canada, who was on mission in Abidjan.

The debates focused on a presentation of the priorities and mechanisms of the Republic of Korea's development aid in Cote d'Ivoire, followed by the presentation of the various priority projects of ministries and parastatals represented.

Specifically, KOICA has presented, through Mrs. Seonhee PARK, ODA Effectiveness Specialist, the sectors of intervention of the KOICA, the main activities of the agency, the commitment of the KOICA in Cote d'Ivoire, its intervention strategies and project cycle for the submission of a project funding application by national actors. KOICA supports the development of training programs, project development and the Development Experience Exchange Program (DEEP), humanitarian assistance and international emergency relief, Korean volunteer activities abroad (World Friends Korea), education, research and evaluation on ODA, partnerships with international institutions and finally cooperation with civil society and the private sector.

Following KOICA, the various ministries have presented their priority projects for which they are considering seeking the support of the Republic of Korea. The Ministry of Civil Service and Modernisation of Administration, through Dr. Lokpo, General Manager of the Modernization of Administration, introduced the "e-Demarche" project, an innovative solution for administrative transactional services online. The ANADER exposed, through its General Manager, Dr. Sidiki Cissé, the various cooperation projects between his institution and South Korea, among them the most important is the project Saemaul Undong (SMU), which has achieved several targets in rural areas, especially N'Gbékro and Zatta in the autonomous district of Yamoussoukro. The Ministry of Digital Economy and the Post Office has presented two major projects focused on innovation: the project community cybercenters and e-Agriculture project. This presentation was made by Mr. Anini Yves Noel Kacou, Deputy Director of Studies, Prospective and Technological Intelligence. The Ministry of Promotion of Women, Family and Child Protection has exposed five (5) projects for gender and women promotion, and child protection throgh Mr. Kouassi Arnaud, Technical Adviser in that Ministry.

After various presentations, a series of questions and answers enabled the KOICA to clarify some aspects of cooperation between the Republic of Korea and the Cote d'Ivoire, as well as participants to express their concerns and make proposals on the Korea's ODA mechanism in Cote d'Ivoire.

At the end of the work around 12:30 pm, all participants were invited to a cocktail reception at the residence of the Ambassador of South Korea in Abidjan.
